Dark blue wool over cotton black backing. Four white stripes indicating rank position of Senior Divisional Chief Controller. The words "Civil Defence Bihar" in wire thread. Slip on type with rear straps. On epaulette with a few small moth holes. Otherwise very good condition. Early 1970s production at the time of the Indian Pakistan War (1971).
